One idea, for anyone looking for windows XP, or any other older versions, of not just windows, but any software, Ok some people suggest E- bay, I don't think I would trust any online source,..
  If you live in the U.S. (not sure about other countrys), here in Mexico, there is less, but in the "markets", one can find anything. 
 In the U.S. there are 1,000,000,000 s of yard sales, garage sales, flea markets, all over the country,... That is how I got my first computer,  at the flea market,  I  then had to find a Dos 1.1 boot disk to boot with,  and found one, at the same flea market.
  Not to long ago, in Arlington, Texas,.. we were driveing around looking at garage sales, I bought a used computer, with windows XP, already installed,  for  $20.00,  and it still had the registration key certficate pasted to it,..!...  Flea markets can be real "gold mines",..too,.. but you need to get off your "butt", go out and look ,..! Grin If unfortunately, you are handicapped in some way and can't  just "go out" like that, hopefully maybe you have a freind, or "helper" that can "shop around" for you ?, also, computer shops ,repair shops, many may still have some of the older versions "in stock", but since they are generally no longer wanted or used, they might even just give a install disk a way, or give a very low price. Also MS dose have a web site, and forums, if one takes the correct approach, they may find  MS itself, is more generous then many people think, but you need to communicate with them (MS people ).
 That about it on that, I think there are many ways to get a windows XP install disk, legally, and not pay very much, perhaps for free,.. it just takes some "shopping", but I don't thin e-bay is a good place to start.

not sure about mexico but the USA has buyer protection from eBay and pay-pal. it's where i get most of my games and systems.
